'Candy game'
Mary Prior KC, handling the case, detailed the defendant's actions to the court.
She explained his victims were children from difficult backgrounds who were participating in a summer camp which he ran.
The defendant conducted a "sweet game" with the minors, Mrs Prior said, in which he would enter the sleeping quarters when they were getting ready for bed and request they to ingest treats "as quickly as they can".
She stated to the judge the man had conducted this practice with the children "repeatedly", and minors had previously fallen ill the subsequent day.
She stated the man had been successful in rationalizing this for many years as the children being "overstimulated by activities", until his stepson had suspicions in recently.
The prosecutor added: "In the summer" his family member had concerns about what was going on, with valid cause.
"They decided to examine in the individual's items."
The legal counsel stated materials including lubricant, petroleum jelly and medical needles were discovered, and his stepchild contacted the police about his worries.
She said the defendant continued to engage in the "treat game" with six children that evening - Saturday 26 July - and they were all sick the next day.
"Authorities" had not gone out by that stage," she continued.
The police watchdog, the Independent Office for Police Conduct, had stated that it was reviewing law enforcement's management of the situation.
The prosecutor said the minors were unable to walk properly due to their sickness, so the stepson notified the police once more.
She stated Ruben then played the "treat game" in a room of five minors.
